KUWAIT: Kuwait’s Oil Ministry has officially launched six digital transformation projects in an effort to modernize operations and improve service delivery. The initiatives, grouped under the program “Masar,” were unveiled at the Sheikh Jaber Al-Ahmad Cultural Centre on Thursday. Oil Minister Tareq Al-Roumi said the ministry views technology not as an end in itself, but as a tool to increase efficiency, improve service quality and strengthen coordination across government sectors.
“Digital transformation allows us to build a more flexible system that can respond to changes quickly,” Al-Roumi said. He said the projects reflect a comprehensive vision to keep pace with a rapidly evolving institutional environment. The launch was attended by Minister of State for Communications Affairs Omar Al-Omar and Undersecretary of the Ministry of Oil Sheikh Dr Nimer Fahad Al-Malik Al-Sabah.

Al-Roumi highlighted that the projects aim to modernize work methods, integrate data, and link strategic planning with practical implementation. He also praised the Central Agency for Information Technology and the efforts of ministry teams, government partners, and technology companies that contributed to the initiative.
Al-Omar said digital transformation depends on close cooperation between government institutions. He said partnerships with the Oil Ministry are designed to provide a secure, advanced digital infrastructure, supported by the national cybersecurity strategy. Sheikh Dr Nimer said the six projects mark a turning point, moving the ministry from planning to full implementation. He described “Masar” as a program designed to embed governance, improve performance, and connect planning to execution.

The six projects launched under the “Masar” program aim to modernize the ministry’s operations across multiple areas. The Strategic Performance Management System (MOS) replaces traditional monitoring tools with interactive dashboards to track performance and support timely decision-making. The Financial Settlement Decree System (MOC) establishes a unified digital financial system connecting the ministry with oil companies, providing transparent data and reducing errors. The Oil Training Center (OTC) System manages training and career development, helping build qualified national talent. The Ministry of Oil Digital Portal (MOP) serves as a unified interface for digital services, improving user experience and integrating multiple systems. The Well Life Cycle Management System (MOW) allows for detailed monitoring of technical operations while ensuring compliance with petroleum conservation regulations. Finally, the Legal Affairs Digital Transformation System (MOL) converts paper-based legal procedures into clear digital workflows, supporting contract management and overall legal operations.
Sheikh Dr Nimer said the projects improve efficiency, transparency, and operational oversight, and were implemented by national teams within the ministry.
