‘Bader’ platform, the authorized channel for organizing, accrediting volunteers, initiatives
KUWAIT: The Ministry of Social Affairs on Thursday stressed that all volunteer activities and initiatives in Kuwait must be officially registered and licensed through the “Bader” platform, the authorized channel for organizing and accrediting volunteer teams and initiatives. Acting Assistant Undersecretary for Social Welfare and Development and Director General of Social Development, Iman Al-Enezi, said in a press release that the directive implements the guidance of Minister of Social Affairs, Family and Childhood Affairs Dr Amthal Al-Huwailah, as part of the Ministry’s strategy to regulate volunteer work and enhance its societal impact.
Al-Enezi explained that the procedure ensures initiatives and volunteer work operate within a clear and regulated legal framework, protects volunteers’ rights, and guarantees that charitable and humanitarian efforts effectively reach the community.
She noted that volunteer work is regulated under Ministerial Resolution No. 112 of 2025, implementing the executive regulations of Law No 49 of 2024, which establishes a unified legal system for volunteer work across Gulf Cooperation Council (GCC) countries. The law aims to promote governance, transparency, and accountability while regulating volunteer practices and protecting all parties involved.
She emphasized that, under Article 3 of the regulations, irregular practices are strictly prohibited. “Establishing volunteer teams, organizing campaigns, or carrying out volunteer work is not permitted without completing the approved licensing procedures,” Al-Enezi said, warning that any unlicensed activity constitutes a clear violation of the law.
The Bader platform, she added, is the official and accredited channel for registering and approving volunteer teams and initiatives, ensuring all activities are organized and monitored under legal controls. This approach enhances public trust and directs volunteer efforts toward achieving sustainable developmental impact in Kuwaiti society. Al-Enezi urged organizers of volunteer teams and initiatives to register promptly on the Bader platform and fulfill licensing requirements to comply with the law, avoid legal repercussions, and foster a culture of organized and responsible volunteer work in Kuwait. — KUNA
