KUWAIT: The Ministry of Communications announced a public tender on Tuesday to select a specialized consulting firm to conduct the technical, financial and legal studies required for the establishment of Kuwait Post Company. The initiative forms part of the Ministry’s cooperation with the Public-Private Partnership Authority and its broader efforts to modernize and develop the postal sector.
Acting Undersecretary of the Ministry of Communications, Meshaal Al-Zaid, said in a press release that the Ministry, in coordination with the Public-Private Partnership Authority, has finalized the general and specific specifications for contracting the consulting firm responsible for preparing all essential requirements for establishing the company.
Al-Zaid explained that the tender was published last Sunday in the official gazette, Kuwait Today, inviting specialized consulting firms and consortia to submit technical and financial proposals for preparing the feasibility study and tender documents, in line with the provisions of Law No. (116) of 2014 on public-private partnerships. The deadline for submitting bids is February 23, 2026, with a preliminary meeting to address applicants’ inquiries scheduled for December 23 at the Ministry’s headquarters in the Communications Complex Building – Liberation Tower.
He emphasized that bidding firms must comply with the terms outlined in the announcement, including a minimum of eight years of experience in technical, financial, and legal consulting and at least five years in environmental consulting for regional or international public-private partnership projects. Companies are also required to submit official documents, such as clearance certificates, national workforce percentage certificates, commercial licenses, registration with the Kuwait Chamber of Commerce and Industry, civil information certificates, company articles of incorporation, and tax certificates, as part of their proposals.
Al-Zaid noted that the project to establish Kuwait Post Company under a partnership model aligns with the state’s strategy to enhance the efficiency of public services. He added that the initiative is expected to bring a qualitative leap in the postal sector by improving service quality, expanding operational and distribution capabilities, and offering a broader range of services to citizens and residents, thereby enhancing the overall user experience. — KUNA
