KUWAIT: Kuwait’s top leadership received the country’s new municipal chief on Wednesday, in seperate meetings following her appointment more than a month ago.
Engineer Manal Muhammad Al-Asfour was appointed Director-General of Kuwait Municipality on Dec 14, 2025, by an Amiri decree. She was presented to His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah and His Highness the Prime Minister Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah by Minister of State for Municipal Affairs and Minister of State for Housing Abdullatif Al-Meshari at Bayan Palace.
His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah receives Manal Al-Asfour and Minister Abdullatif Al-Mishari at Bayan Palace.
Al-Asfour served as acting municipal chief since October 2024. In September 2025, three months before her appointment as municipal chief, she was delegated 17 key powers from the minister, including issuing employee appointments and contracts, approving leave and study missions, managing promotions and disciplinary actions for executive staff, assigning tasks within Kuwait and abroad, signing the municipality’s final accounts and coordinating directly with the Municipal Council on routine matters.
The delegation also allowed her to form committees under the minister’s authority, manage financial allowances, and approve rewards for outstanding work, among other responsibilities. — Agencies
