KUWAIT: Minister of Justice Counselor Nasser Al-Sumait issued a decision on Sunday forming a specialized committee tasked with studying, preparing and developing the legislative system related to rental issues, as well as drafting a framework to regulate owners’ unions and reviewing certain provisions of civil and commercial laws.
Al-Sumait told Kuwait News Agency (KUNA) that the committee will focus on modernizing rental legislation in preparation for converting the system into an electronic format, which would help ensure greater balance between parties in rental relationships. He explained that the body will also develop a legal framework for owners’ unions, aimed at enhancing governance and transparency in the management of jointly owned properties, while ensuring consistency and integration across related legal texts.
The committee is chaired by Court of Appeal Counselor Mohammad Al-Sanea, with Court of Appeal Counselor Khaled Al-Asousi as vice chairman. Other members include Court of Appeal Counselor Abdullah Al-Kandari, Judge Mohammad Al-Rabiah, Judge Yousef Al-Kandari, and Committee Rapporteur Sultan Al-Shujaei. Al-Sumait stressed that the committee will adopt a consultative approach, engaging relevant state entities and stakeholders in the real estate and housing sectors to draw on their expertise. The objective, he noted, is to prepare comprehensive and practical legislation that addresses current needs while keeping pace with international best practices. — KUNA
