KUWAIT: The Cabinet held its weekly session on Tuesday, November 4, 2025, at Bayan Palace under the chairmanship of the Acting Prime Minister and Minister of Interior, Sheikh Fahad Yousef Saud Al-Sabah. Following the meeting, Deputy Prime Minister and Minister of State for Cabinet Affairs, Shareeda Abdullah Al-Maousherji, issued a statement detailing the key outcomes of the session. At the outset, the Cabinet reviewed messages received from the Amiri Diwan addressed to His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, from the leaders of several brotherly and friendly nations.
The messages focused on ways to strengthen bilateral relations and enhance aspects of joint cooperation between Kuwait and those countries across various sectors. The Cabinet was also briefed on the composition of the official delegation accompanying His Highness the Amir’s representative, His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Prime Minister, during his official visit to Qatar to lead Kuwait’s delegation at the Second World Summit for Social Development held in Doha earlier Tuesday.
The delegation included Minister of Social Affairs, Family and Childhood Affairs Dr Amthal Al-Huwailah; Undersecretary of the Prime Minister’s Office Sheikh Khalid Mohammed Al-Khalid Al-Sabah; Kuwait’s Permanent Representative to the United Nations Ambassador Tariq Al-Bannai; Assistant Foreign Minister for Human Rights Affairs Ambassador Sheikha Jawaher Ibrahim Al-Duaij Al-Sabah; and Director of the Prime Minister’s Office Hamad Mubarak Bin Sabt.
Meanwhile, the representative of His Highness the Amir, Minister of Electricity, Water and Renewable Energy, Minister of Finance, and Acting Minister of State for Economic Affairs and Investment Dr Sabeeh Abdulaziz Al-Mukhaizeem, briefed the Cabinet on his participation in the ninth edition of the Future Investment Initiative Conference, held last week in Riyadh under the theme “Key to Prosperity.” The event, attended by heads of state, ministers, senior executives, and global investment leaders, featured discussions on achieving a balance between economic growth and environmental sustainability through innovation and forward-looking policies.
On another front, Minister of Public Works Dr Noura Mohammed Al-Mashaan, who headed the honorary delegation accompanying His Excellency the Vice President of the People’s Republic of China, Han Zheng, during his official visit to Kuwait last weekend, briefed the Cabinet on the outcomes of the visit. She outlined the content of His Excellency’s meetings with His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah, as well as official talks held between the two countries.
The discussions, co-chaired by His Highness the Crown Prince and the Chinese Vice President, focused on strengthening the historical friendship between Kuwait and China, enhancing cooperation in various sectors, and exploring new opportunities for economic and developmental partnerships. The talks also addressed regional and international developments and issues of mutual concern. In the same session, the Cabinet approved a draft decree endorsing a Memorandum of Understanding (MoU) between the Governments of Kuwait and the United Arab Emirates on land transport and road assets.
The agreement aims to establish a framework for cooperation to develop and modernize land and rail transport systems, exchange expertise on passenger and freight transport regulations, encourage joint investments, and promote the use of smart technologies and sustainable practices in transport infrastructure. The Cabinet decided to refer the draft decree to His Highness the Amir for ratification. Additionally, the Cabinet reviewed the minutes of the Ministerial Committee for Public Services, which included a report from the Green Urban Development Initiatives Committee on various landscaping and beautification initiatives.
These initiatives, supported through donations from individuals, companies, and cooperative societies, involve developing green spaces along highways, streets, and public parks, as well as cultivating coral in Kuwaiti islands. The Cabinet expressed its appreciation to all contributors for supporting the state’s efforts to enhance Kuwait’s aesthetic appeal and environmental sustainability. It also commended the efforts of Ahmadi Governor and Chairman of the Green Urban Development Initiatives Committee, Sheikh Hamoud Jaber Al-Ahmad Al-Sabah, for fostering social responsibility and civic engagement.
The Cabinet further reviewed the minutes of the Ministerial Committee for Food, Drug, and Water Security, which included a report from the Ministry of Electricity, Water and Renewable Energy on measures taken to enhance Kuwait’s water security strategy. The plan focuses on expanding desalination capacity, improving storage infrastructure, investing in advanced technologies, supporting scientific research, and developing national expertise in water resource management. The Cabinet directed the ministry to continue implementing the strategy in coordination with relevant agencies.
Finally, the Cabinet reviewed and approved several other items on its agenda, referring a number of them to the appropriate ministerial committees for further study. It also approved the minutes of the Higher Committee for Kuwaiti Citizenship Verification, which included decisions on cases of loss and withdrawal of citizenship in accordance with Law No 15 of 1959 concerning Kuwaiti nationality and its amendments. — KUNA
