KUWAIT: The National Human Rights Bureau on Thursday signed a memorandum of understanding (MoU) with Namaa Charity to strengthen cooperation in serving social welfare groups, promoting human rights principles, and developing reform, rehabilitation, and community empowerment programs. Khaled Al-Armali, a committee member representing the head of the tripartite committee managing the Bureau’s operations, told Kuwait News Agency (KUNA) that the MoU reflects a firm belief in integrating the roles of the National Human Rights Bureau and civil society organizations.
He highlighted that the agreement establishes a structured institutional framework for cooperation in human rights, social, and humanitarian fields, emphasizing good governance, knowledge exchange, and enhancing the efficiency of services for vulnerable groups. “This cooperation aligns with the Bureau’s mission to strengthen national partnerships and create comprehensive human rights and empowerment environments,” Al-Armali added.
He stressed that the initiative promotes and protects fundamental rights, ensuring vulnerable groups have access to care, dignity, and empowerment in line with national standards, international references, and Kuwait’s ratified human rights conventions. Al-Armali noted that the approach shifts from traditional care models to an empowerment framework, enabling individuals to become active participants in development rather than passive recipients.

He emphasized that collaboration between the Bureau and civil society organizations is a cornerstone for building a national environment that upholds human rights through transparency, equality, and joint action, adding that humanitarian, social, and rights-based initiatives will be launched to enhance protection and improve care environments from a comprehensive human rights perspective.
“This represents the beginning of a long-term, sustainable strategic partnership to unify national efforts in serving humanity and preserving human dignity,” Al-Armali concluded. Dr Khaled Al-Mathkour, Chairman of the Social Reform Society and representative of Namaa Charity, described the MoU as a strategic step to strengthen national partnerships and foster a cohesive society grounded in justice and solidarity. He emphasized the Society’s commitment to protecting human dignity and translating principles of rights and equality into practical programs for beneficiaries.
Al-Mathkour explained that the MoU provides a framework for expanding reform and rehabilitation programs for inmates, juvenile detainees, victims of domestic violence, and those with behavioral challenges. Initiatives will integrate psychological and social support, vocational rehabilitation, and rights awareness to enhance community security. He underlined that cooperation between state institutions and civil society is essential to create sustainable impacts that reinforce stability and protect human dignity.
Saad Al-Otaibi, CEO of Namaa Charity, described the MoU as a qualitative leap in development work, reflecting Namaa’s vision of creating a sustainable humanitarian impact. He emphasized that charitable work should empower and rehabilitate people while opening new opportunities. Al-Otaibi added that joint programs will be tailored to the needs of target groups, aligned with legal frameworks, and focused on consolidating social justice and promoting a culture of rights and responsibility.
