KUWAIT: Kuwait on Sunday launched a fully digital process for issuing the “Home Ownership” document through the Sahel application, in partnership with the Kuwait Credit Bank, the Public Authority for Housing Welfare, Kuwait Municipality and the Ministry of Justice. The new digital pathway eliminates paper-based procedures and begins automatically, without the need for citizens to submit requests.
“Today, we are introducing the second digital journey through Sahel—the issuance of the Home Ownership document—which allows citizens to complete all procedures via smart notifications, without visiting government offices, except for signing contracts,” said Yousef Kazim, spokesperson for Sahel. He added that this initiative reflects the Cabinet’s directives to expand digital journeys, reduce administrative cycles and enhance government integration, with more smart digital services to follow.
Manal Al-Asfour, Director General of Kuwait Municipality, said the municipality’s contribution to this initiative is part of its effort to simplify citizen procedures. “Services now begin automatically, including the coordination for extracting property certificates in a single, simple and instant step,” she explained. Al-Asfour noted that several administrative steps that previously required multiple visits have now been condensed into a smooth, unified experience through Sahel.

Acting Undersecretary of the Ministry of Justice Awatif Al-Sanad highlighted the ministry’s role in documenting and validating contracts with the Kuwait Credit Bank. “Our aim is to minimize paperwork and in-person visits for property ownership documents while balancing legal formalities with fast, transparent service,” she said. Al-Sanad emphasized that the initiative strengthens digital integration between government agencies and enhances the quality of e-services in Kuwait.
Similarly, Sultan Al-Dabbous, Acting Director General of Kuwait Credit Bank, said: “We are proud to be part of this journey, which guides citizens smoothly from initial connection to the issuance of their Home Ownership document through participating government agencies.” He added that successful digital transformation relies not only on technology but also on active collaboration among government entities to provide smart, user-friendly services.
Amina Al-Awadi, Deputy Director General for Control and Information Systems Affairs at the Public Authority for Housing Welfare, described the project as a model for what can be achieved when government agencies integrate digitally and exchange data directly. “Citizens no longer need to submit applications; the service reaches them automatically once technical conditions are met—a significant shift reflecting a fundamental change in government service delivery culture,” she said. — KUNA
