KUWAIT: The Arab Open University (AOU) in Kuwait has successfully concluded the International Summit on AI Horizons 2025, held from November 12-13, 2025, with the participation of high-level officials, experts, academics and decision-makers from across the region. The summit was held under the patronage of His Highness the Prime Minister Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah and attended on his behalf by Dr Nader Abdullah Al-Jallal, Minister of Higher Education and Scientific Research.
The event was also honored by the presence of Prince Abdulaziz bin Talal bin Abdulaziz Al Saud, Chairman of the AOU Board of Trustees, alongside representatives of the diplomatic corps, government entities, private-sector institutions, and regional and local universities. The summit featured specialized scientific sessions, hands-on training workshops, committee discussions, an AI hackathon, and innovative student project exhibitions presenting forward-looking solutions in sustainability, education and smart services.
AOU President Prof. Mohammad Ibrahim Al-Zakri expressed deep appreciation for the patronage and support of His Highness the Prime Minister and extended his gratitude to the Minister of Higher Education and Scientific Research, the Chairman of the AOU Board of Trustees, and all speakers, experts, and participants whose contributions ensured the success of this global event.
Prof. Al-Zakri stated: “The success of this summit reflects the Arab Open University’s leading role in shaping the regional dialogue on responsible artificial intelligence. We witnessed distinguished participation and substantive discussions that resulted in strategic recommendations that will strengthen Kuwait’s and the Arab region’s readiness for the future of advanced technologies — across policy, education, scientific research and innovation. The University remains committed to empowering academia, government and industry as we move forward in the era of AI.”
Key recommendations issued at the summit included: * Establishing a regional framework for responsible AI in education and creating a Governance and AI Superintelligence Preparedness Council to promote AI ethics, transparency, and the development of advanced curricula. * Forming a permanent multi-stakeholder body including academia, industry, and government to monitor rapid AI developments and issue regular oversight reports. * Launching the National AI Research and Education Network (NAIREN) to connect universities, research centers, and industry partners in Kuwait and strengthen collaborative research. * Developing a regional Arabic-language Large Language Model (LLM) to support education, government services and Arab digital sovereignty.
* Advancing human capital development and digital competency through national upskilling programs and specialized training for faculty, students and leadership. * Establishing a Regional Center of Excellence for AI and an AI-for-Sustainability Center to drive research, innovation and intelligent solutions across sectors. * Integrating AI into national quality assurance and accreditation systems to ensure flexible, fair, and sustainable education aligned with Kuwait Vision 2035.
At the conclusion of the summit, Prof Al-Zakri reaffirmed the Arab Open University’s commitment to implementing these recommendations in partnership with government agencies and regional and international partners, further strengthening Kuwait’s leadership in artificial intelligence and advancing innovation and development across the Arab world.
