DUBAI: Acting Assistant Undersecretary of the Ministry of Communications for the Postal Sector Halima Al-Balushi reaffirmed Kuwait’s commitment to supporting international efforts to advance the postal and logistics sector, in line with the country’s keenness to strengthen global cooperation and contribute to building a more efficient, secure and inclusive postal system. Speaking to KUNA on the sidelines of the 28th Universal Postal Union (UPU) Congress, which kicked off in Dubai on Monday, Al-Balushi stressed Kuwait’s readiness to help shape future trends in postal and logistics services and to modernize operations to keep pace with rapid growth in e-commerce and digital transformation.
She described the Congress as a “key platform” for exchanging expertise and best practices among the 192 member states, enhancing integration between postal systems, improving service quality and adopting international standards. Al-Balushi added that the wide participation offers an important opportunity to address challenges and developments facing the sector worldwide.

Al-Balushi noted that Kuwait’s delegation seeks to reinforce bilateral and multilateral ties while gaining experience in areas such as express mail and logistics, which will contribute to further developing the sector domestically. She expressed appreciation to the UAE for hosting the international gathering and providing the facilities that ensured the event’s success, reflecting its prominent role in organizing global conferences.
Al-Balushi heads the Kuwaiti delegation during the first phase of the Congress, while Acting Undersecretary of the Ministry of Communications Mishaal Al-Zaid will lead the delegation in the second phase, which includes elections for the Union’s Board of Directors and Investment Committee.
The 28th UPU Congress, hosted by the UAE at the Dubai World Trade Center, runs until September 19 and will feature discussion sessions and specialized meetings to adopt the Union’s new strategy for 2026–2029. Kuwait’s Consul General in Dubai and the Northern Emirates, Khaled Al-Zaabi, members of the Kuwaiti Consulate and the Ministry’s technical team also attended the opening session. — KUNA
